Voiceover
Borax is added to a solution of polyvinyl alcohol. The borate ions react with the hydroxyl groups on the alcohol to form weak cross links between the polymer strands. A viscous gel is produced.

Discussion
The cross links are primarily hydrogen bonds, which will break and reform as the gel is handled, causing the gel to flow.
